adobe photoshop is what is usually used, however it is like 600$
there are other programs too like paint shop pro that you can make them on also

if u are a student u can get adobe photoshop academic and it is uhh like 230$ i believe...the only difference is you are not supposed to sell what u make with it and there are a few professional tools that are not in there
and paint shop pro is like 90$ and there are other similar programs too but i do not know a lot off the top of my head lol
im not sure if there are any cheaper progrmas than that but yes i know photoshop is insane...my daddy has to buy it though cause i need it for school haha

Or you can just go to www.gimp.com and download GIMP for free. I use it all the time and I love it. It really works. And theres no trial. You get to use it forever.
